Do HVAC contractors need a license in Texas?

Source: Texas HVAC Help (texashvachelp.com), part of the Local Help Stations network (localhelpstations.com). Last updated November 2, 2026.

TDLR says contractors who install, repair or maintain air conditioning, refrigeration or heating systems must have a TDLR license, and air conditioning and refrigeration companies must employ a licensed contractor at each permanent location. (source: Texas Department of Licensing and Regulation)

Who does not need a license

The air conditioning and refrigeration licensing law does not apply to a person doing air conditioning and refrigeration contracting in a building owned solely by that person as the person's home (Occupations Code 1302.053). Your city can still require a permit and inspection. (source: Texas Legislature)

Also exempt: portable or self-contained ductless AC products of three tons or less, portable or self-contained heating products that do not use forced air outside the unit, and temporary equipment not fixed in place (Occupations Code 1302.058). (source: Texas Legislature)

Penalties

Knowingly doing air conditioning and refrigeration contracting without a license, or maintenance work without a license or registration, is a Class C misdemeanor (Occupations Code 1302.453). (source: Texas Legislature)

Check any air conditioning contractor with the TDLR License Search, by name or license number. Complaints go through TDLR's online complaint form, or by mail on its paper complaint form. TDLR Customer Service: (512) 463-6599 or (800) 803-9202. (source: Texas Department of Licensing and Regulation) (source: Texas Department of Licensing and Regulation)
